In 1776, the 13 colonies declared their independence from Great Britain. Between 1776 and 1777, the members of the new Continental Congress created a plan of government called the Articles of Confederation. It didn't work very well and was eventually replaced by the Constitution. It took 14 years before all 13 states ratified the Constitution.
